Some may allow a savings account, but if you have outstanding debt from bad checks, even this will be denied thanks to the Chex System of reporting. Until these funds are satisfied, you will have a hard time getting a bank account. Some banks require a waiting period before allowing a new account. There are some banks out there that will give people a second chance, however.
